The Major Challenges for HIV Prevention and Control in Liangshan Prefecture: As one of the typical concentrated contiguous destitute areas, Liangshan Prefecture has suffered from poverty, ignorance, drug trafficking, and various diseases. The general lack of awareness of HIV prevention in the majority of the Liangshan population is co-existing with the dissociation between their awareness and actions. The frequent and unregulated migration, the regional violation of birth-control and the over-birth phenomenon have largely impeded the implementation of HIV preventive interventions. Currently, Liangshan prefecture is committed to the establishment of the 13th Five-Year Plan associated with the HIV prevention and control agenda; the major objectives are proposed as follows: To maximize the effectiveness of early detection and treatment for people infected with HIV; to effectively control the sexually-transmitted infection; to sustainably reduce injection drug use transmission and mother-to-child transmission; to maintain the zero transmission of HIV through blood transfusion and in-hospital cross-infection; to further lower the HIV-related mortality rate; to improve the quality of life (QoL) of the patients and people who live with HIV; to continuously reduce stigma and social discrimination against HIV-infected victims; and to lessen the prevalence of the HIV epidemic in Liangshan. To have over 85% of the local residences, and over 90% of the high-risk population (e.g., migrants, teenagers, prisoners) understand relevant knowledge associated with HIV prevention and control. To achieve over 10% reduction in the HIV-related risk behaviors among the men who have sex with men (MSM); to maintain the sexually-transmitted infection rate below 0.5% among other high-risk population. To develop drug rehabilitation programs, expand the coverage of methadone treatment, reduce the intravenous drug abuse transmission rate, and sustain a lower than 0.3% annual new infection rate among the therapist.
